Just looking for some justification as to why it's unacceptable for cats to kill birds, but it's acceptable for people to kill cats. That's all.

I see your point of view. If it was a human being taking a life, we would imprison them to prevent them harming another life. I need to meditate on this for further clarity. By the way, if you wish to further investigate the susima sutta, I recommend reading what Richard Gombrich has written on the subject. You can find some of his thoughts in How Buddhism Began.

There isn't an accurate chronology, and attempting to place the suttas into a chronological order is extraordinarily difficult.
