Well, that wrong view is common enough to warrant it's own term. Pubbekata-hetu-diṭṭhi.
It means the view that everything that happens is a result of kamma. There are things that happens because of gravity, for example.

There are Ariya Sangha on deva realms, but they are not ordained.
Ordination can only be given to human being. There is a reason why a person being ordinated called "naga"
