I understand. But what was the original intention? Wholesome or unwholesome?
The intention seems unwholesome given that Person A wants to deceive in one case.

That's always the question to ask in matters of kamma.
I'll add to the scenario that the person no longer has the intention to deceive after the noise ends.

Is it a breach of the first precept if you unknowingly kill an insect by stepping on the ground with the thought “I don’t care if any insects die because of this” but you did not purposely attempt to kill any insects?
