Thailand (and it's bureaucracy) is (to use the vernacular) a wacky place...anything, and everything goes, continually...the consulates are (more or less) an entity unto themselves...but this information is basically true...the government recently said that visas would be given at no charge and the people (mostly Malaysian) at the Thai Consulate in Penang said 'hey, we're not making anything here...why issue visas'...completely eliminating the service would be going too far so this is someone's bright idea to lighten the workload until they can start charging again...
I say this as a veteran of making visa trips to Penang several times a year for (almost) thirty years...you can do the math, that's a lot of visas (and a lot of trips to Penang)...fortunately being in the robes doesn't require me going there now, for what has turned into (for longtime residents) a bureaucratic nightmare...NEVER a dull moment in Thailand...

Hello Ben,
It would be good if the Thai Government can confirm this. Maybe the Thai Government will issue a statement on this in the future.
I am hoping this does not affect our members in Thailand who needs visa trips regularly.
