Unfortunately, the Buddhist part of those violent people's identities is subordinate to something else whether it be ethnicity, nationality, family, friends, or what have you. And none of these things are mutually exclusive. So I don't think appealing to their Buddhism alone will do much. I'm sure they know what they're doing goes against Buddhist teachings, but they do it anyway because something else is more important to them.
