How to recognize a lay stream-winner ?
Generally a person who eliminate first three fetters is considered to be a stream winner.
According to following Sutta it appears it requires to eliminate only one fetter.
(Unwavering faith in Buddha, Dhamma, Sangha and observing the five precepts)
Other two fetters (personality view and clinging to precepts) are not mentioned.
Is there a Sutta which clearly say that three fetters to be eliminated by a Sotapanna?

See The Ratana Sutta.
Three conditions are forsaken by him at the instant of acquisition of Insight, namely: (i) self-delusion, (ii) uncertainty, and (iii) the indulgence in rites and ceremonies should there be any.
He is also absolutely freed from the four states of misery and is incapable of committing the six crimes.
This precious jewel is in the Saṅgha.
By this truth may there be peace!

And how does an individual, on coming to the surface, open his eyes & look around? There is the case where an individual comes to the surface, [seeing,] 'Conviction in skillful qualities is good, conscience is good, concern is good, persistence is good, discernment with regard to skillful qualities is good.' With the total ending of [the first] three fetters, he becomes a stream-winner, steadfast, never again destined for states of woe, headed for self-awakening. That's how an individual, on coming to the surface, opens his eyes & looks around.
