In
Buddhist Logic Part 1 by F. Th Stcherbatsky, you can find the following passage on page 133:
"There is (free) action, there is retribution, says Buddha, but I see no Agent which passes out of one set of momentary elements into another one, except the Consecution of those elements."
It isn't from a Sutta, although it seems to be an attempt to summarize such. Maybe you can chase down the citations - there are two footnotes to the phrase, both of which make reference to what looks to me like Sanskrit.
