Is meditation Kamma?
How meditation could be kamma if there is no physical action?
If Just good thought alone take you to a good rebirth then the just the bad thought alone should take you to a bad destination!
If just good thought alone take you to a good destination what is the motivation to do good things?

Kamma as just physical action is the Jain view of Kamma.
Buddhist view of kamma is that it is intention.
The intention to meditate is kamma, the intention that is there from moment to moment to follow the object of meditation is kamma.

And what, bhikkhus is new kamma? Whatever action one does now by body, speech, or mind. This is called new kamma.
AN 6.63: Nibbedhika Sutta wrote: Cetanāhaṃ, bhikkhave, kammaṃ vadāmi. Cetayitvā kammaṃ karoti– kāyena vācāya manasā.
Intention, I tell you, is kamma. Intending, one does kamma by way of body, speech, & intellect.
