No.

Two completely different practices, from two completely different traditions, for two completely different goals.

Pranayama is from Hatha yoga. The technique is to intentionally manipulate your breathing to produce alternate states of consciousness and various physical effects.

Vipassana ( Insight ) is a mental event that Buddhists strive for usually with anapanasati ( meditating on the breath ). Anapansati, breath meditation, is about being completely passive, just watching the breath without interfering with its natural pattern in any way. The goal is to get relaxed enough to become a better observer of impermanence, dukha ( unsatisfactoriness in all things ), selflessness leading to vipassana ( having an insight ).

Different sects of Buddhism can be very different from each other. Theravada does not have meditation techniques that are about altering the breathing. Other sects of Buddhism might and some individual Theravada mediation teachers might mix things. However, as far as I know, techniques for altering breathing patterns ( "pranayama" is a yogic term ) are not described in the Theravada suttas or commentaries.

It's a tricky issue, since the Suttas do not go into detail on how to implement the general ideas. Hence, we can see criticism, on this board and elsewhere, that the following are "not taught by the buddha":
  • 1. Goenka's body-scanning instuctions.
    2. Mahasi's primary/secondary object approach. And his noting instructions.
    3. Thanissaro's breath manipulation instructions.
    4. Counting breaths.
    5. Metta instructions to focus on self, then others.
    6. Access to jhana via visual or tactile nimitta.
