Indeed, I believe he is!
Guilty as charged.

The Buddhist Society of Norway now sells the hard copy of this book. And printing, paper etc. costs money, so therefore the book also costs money. But the contents is also freely available online: http://dhamma.priv.no/digha.htm

In Kåre’s translation I believe “woohoo!” would be “Det er vidunderlig og fantastisk”. As in:

“Acchariyaṃ vata bho, abbhutaṃ vata bho, evarūpopi nāma uḷāro satthā bhavissati, evarūpaṃ uḷāraṃ dhammakkhānaṃ, evarūpā uḷārā visesādhigamā paññāyissantī” ti.
(Janavasabha Sutta, DN. 18)
