Possibly, or not, this question pertains to the earliest time at which a monk is allowed to go on an alms round...in the Buddha's time (and today) it's when a monk can see the lines in the palm of his hand...

In the Pali texts there is a distinction between dawn (aruna) and dawnrise (arunuggamana) so that is why they use these terms. For the Sangha purposes I think the nautical dawn is most appropriate.
