Having read Hammalawa Saddhatissa's Buddhist Ethics, yes, I highly recommend it.

The Nature of Buddhist Ethics, by Damien Keown, is a fine read. He plays a tad fast and loose with the Theravada-Mahayana textual divide, but the point he makes about the pairing of Sila-Panna is worth reading over. I'd get it from a library, rather than buy it.

Peter Harvey is a good author elsewhere (The Selfless Mind), but I'm not certain of his ethical thought. I have one of his books in my to-read pile, I'll get back to you.

I did a bit more poking around on the net. Every link that doesn't end up in a dead end points to the site I found - http://blogs.dickinson.edu/buddhistethics/ which is hosted http://blogs.dickinson.edu/ by Dickinson College http://en.wikipedia.org/wiki/Dickinson_College, down the road from Penn State University which used to host the Journal.
This site - http://www.globethics.net/web/journal-of-buddhist-ethics - says it has all of the JBE online but I haven't tried to register on it.

But I didn't find any explanation for the changes.

They're all good.
1. --> more ethical theory.
2. --> buddhist responses to questions of ethics.
3. --> more traditional buddhist sila.

If you really want Buddhist ethics, I'd go for door number 2.
