After scratching my head for several moments, and looking at Chris's link, it (to me) refers to the outer robe a monk wears...in Thailand the Pali has been (what's the word?...you know it, but I shouldn't say it) to 'Jivon' (Gee-vaughn)...

it is the banner of the Arahants and enables them to be devine messengers (the messenger of the path the fourth the Buddha encountered as a Prince before he left the household life).
It also physically embodies the homeless life, making a separation between spiritual seeker and those living the life of the householder.
This offering maybe right, or wrong, but it is one, the other, both, or neither!
