Eisenhower was pretty good with inactivity too; which is another reason I like IKE (Eisenhower).

IKE played golf during most of his 8 years at the White House. We had no major wars, pretty good economy, low unemployment, and balanced budgets.

In his farewell address he warned of the "growing influence of the military-industrial complex" and clearly saw it as going down a slippery / bad, slope.
