What would be a singular perception?

From Maurice Walshe's translation:

There are beings different in body and different in perception, such as human beings, some devas and some in states of woe. That is the first station of consciousness. There are beings different in body and alike in perception, such as the devas of Brahmā׳s retinue, born there [on account of having attained] the first jhāna. That is the second station.

Different persons obviously have very different perceptions. A big sharp knife to a serial killer is mostly a tool for taking other people's life while to a chef, it's mostly a tool to make some very delicious dishes..

What would be a singular perception?

I understand this as being about the tint of how one sees things, i.e., wearing rose tinted glasses. Essentially they see things in the same way.
