The text is incomplete, and not meaningful without knowing who it relates to.
It looks like a birth chart — the symbols in the diagrams are mostly numbers.
The lines of text below are dates: The Buddhist year of 2,528, Burmese Era Sakkaraj 1346 ME.
Second line: January 31st Thursday.

Ah, thank you Bhante.
The photo was taken by an old school friend of mine who is currently in Myanmar.
The photo seems to be with a number that were taken around Mandalay. I remember seeing similar inscriptions on the gabled steps up the summit of Mandalay Hill.
