That's true if one just views the nidanas as events in a simple linear sequence, which is the conditionality of "When this arises, that arises". But the other mode of conditionality described in DO is, "When this is, that is", and IMO that points to the nidanas themselves being cyclical processes - so for example while the process of becoming exists the process of birth and death will also exist.
