One who undertake the 5 percepts of not kill any sentient beeing, steal, have unlawful sexual relations, lie, take intoxicants. this things youre not allowed to do.

Iam not really sure yet if snuff is a intoxicants and whats unlawful sexual relations is, and how come that one stop with bad actions.

That's all that's needed, really, although you could broaden it to cover all religions by saying, "anyone who is not an ordained religious person."
If you're contrasting "lay" with "ordained" there is an implication that the lay person is an adherent of the religion, so villorkarma's comment is correct.
