I don't think the Buddha made such a categorical statement. But in terms of livelihood, he gave a lot of guidance which is in the suttas.

Arahants still experience contact at all 6 sense bases. Contact at the 6 sense bases means vedana at the 6 sense bases. Arhants thoughts are not rooted in greed delusion or hate... so can we say its impossible for them to generate pain mental feeling or any pain feeling generated by their thoughts?
