Why should anything happen? Are you talking about the fruit moment specifically? or like some kind of permanent change? It's true in that such a person is independent of others and will not come to an eighth birth regardless of who's around to teach them Dhamma. That quote seems to be more about relationships than sex. There are relationships where a couple rarely has sex but still a lot of drama.
