The way I understand that Arahant does not seek merits. I don't think many of the classical Theravadins believe that ven. Buddhaghosa was an Arahant. Your OP heading seems incorrect. Buddha never said that any particular person will never attain enlightenment. Even Devadatta will attain Nibbana one day. This is a good question.
With the very little knowledge I have they do not accept Arahant ideal as Nibbana.
Mahayana followers do not want to attain Nibbana in this life and they expect all beings to be liberated before they do.
So they follow the Bodhisatva ideal.
