If we are considering possible anonymous Westerners ordaining based upon foreign presence in Buddhist kingdoms, then there were eight or so centuries after Alexander when Greeks were there in number.
Depending, of course, on whether ones definition of 'Westerner' includes Greeks.

The title of your post asks one question, and the text of the post asks another. Regarding the first question only... in Burma it is not uncommon to see non-Buddhists making offerings to monks and temples.
