what is actions?

S N Goenka talk about actions we should act instead of react. what does he mean? can someone give an example to that statement? can someone give an example?

He means that considered and deliberate actions are preferable to actions which are driven by defilements. It's a fuzzy line, which shifts depending on where your practice is w.r.t. a given context.

He means to respond instead of react.

The concept in itself is not unique to Buddhism.

This is the idea of choosing your actions based on your values and principles rather than simply allowing habitual and unthoughtful responses to dominate your behavior. If someone yells at you in anger, for example, a common unthoughtful reaction would be to get angry and yell back at them. Someone acting on the principles of equanimity and compassion might instead remain calm, think about how unpleasant it is for the other person to be so upset that they feel the need to yell, and then try to act in a way that would help the other person to improve their mood.

Be Proactive by Stephen Covey might be a useful thing to read regarding the concept.
