Even in modern times, we can only see the rituals but not the Gods or other beings. So we won't know if the offerings and agreements in exchange are successful or not. So we cannot tell if it is practice correctly to yield results.
Or do u mean just how the rituals are executed?

Did the Buddha ever actually encourage/believe in these things? Or was he trying to appeal to an audience?

In the Adhipateyyasutta one of the things taught as conducive to making an effort to abandon the unwholesome is the belief that devas might be watching you.

And in the Apaṇṇakasutta belief in and reflection upon the arūpa realms is taught as conducive to disenchantment with rūpa.

yet you can accept the results of practise meditation yields different stages of jhana and its existence of corresponding realms , in the same sense one not necessarily had to be able to see the gods . Likewise , doing dana but unable to see the results does not prevent one from doing wholesome kamma and believing in it .
Even in worldly affairs , we sometimes need to appease someone in certain circumstances .
