Consciousness arises dependent on the sense organ. Consciousness is the object of the sense organ. Thus, at some point, sense organ doesn't have khandha.
Khandha is not your self, its arising depends on the sense organ. Sense organs are objects of the corruptions/asavas.
It could be that the desire to have khandha is what gives arise to khandha which is the object of the sense organ, we arise khandhas in dependence to sense organs.
Our bodily, verbal and mental actions are fabricating khandhas which are used to have sensual pleasure(sense organ stimulation).
