Yes, I think so. Rupa derived from mahabhuta is equivalent to sense-objects (external ayatana), ie sights, sounds, sensations, flavours and odours.
Meanwhile thoughts, feelings, images etc would be mind-objects.

I think it is straight forward that the form is Rupa. (earth,water,fire and wind)
Is eye also another type of Rupa?

A person in jhana with clairvoyance while closing his eyes can see deva realms or ghost realms , that "image" not through physical eyes are not consider rupa ?
And some images in the dreams , that picture is not a kind of derived form ?
Perceiving form internally, someone sees visions externally, limited, both pretty and ugly.
