Yes that's correct. that's the bare minimum.
That is why when Bodhisattå becomes a dragon,
He performs the uposatha to be reborn
in the human world.

Keep the 5 precepts can also go to heaven.
If we obey the precepts of about 70% or more,
At least we will be born in the human world.
Not animals, petā or hell.

There is also another sutta that goes into details about the jains/niganthas.
I find this unlikely, it seems like an anti-sectarian teaching that has found its way into the Canon to disparage the Jains.
Elsewhere in the Majjhima nikaya is a sutta where the Buddha says that those who return to the human realm from the hell or animal realm are 'low born with bad qualities' and that they usually return there after the human life.
It would seem unlikely that a former hell being would suddenly be born as an ahimsa observing medicant or lay folllower of a teaching like the Jains.
"Therein monks, that Dimension should be known wherein the eye ceases and the perception of forms fades away...the ear... the nose...the tongue... the body ceases and the perception of touch fades away...

That Dimension should be known wherein mentality ceases and the perception of mind-objects fades away.
That Dimension should be known; that Dimension should be known."
