Why there are many transgender people in Thai population. From Buddhist point of view, does this mean there are many people not following five precepts in mentioned population?

People aren't born into the same populations they died in. Thai people dont always get reborn as Thai people. It's not simple like that.

The transgender thing suggests tendencies from previous lives to me. I don't know anything about it for sure, but if a person shows up in a body and identifies with a different sort of body it just feels reasonable. As for what to do with it, I think they should do the same thing everyone else does. Look at the five aggregates and disidentify with them.

Explain how being transgender has anything to do with the precepts?

But over there they're not transgender, they's ladyboys. So the premise that there "are many transgender people in Thai population" is false.

There is no guarantee but it's likely. Your past doesn't erased. Those who were born in the same family normally will be born in the same circumstances too. It's the tendency

Have you never heard, if you break 3rd precept you will be born as a person whose sexuality is "deviated"? I'm surprised you don't know about this. It's widely known in Buddhist Theravada world.

This is not true, karma doesn't work linearly like that. One can go from hell to human simply because their bad vipaka exhausted.
"'So, friends, it seems that you don't know that you existed in the past, and that you did not not exist; you don't know that you did evil actions in the past, and that you did not not do them; you don't know that you did such-and-such evil actions in the past; you don't know that so-and-so much stress has been exhausted, or that so-and-so much stress remains to be exhausted, or that with the exhaustion of so-and-so much stress all stress will be exhausted; you don't know what is the abandoning of unskillful mental qualities and the attainment of skillful mental qualities in the here-&-now. That being the case, those in the world who are murderers, bloody-handed doers of what is cruel, when they are later reborn among human beings, go forth with the Niganthas.'
Also look up the Sutta on trifling deeds, for one person a little bad speech can send them to hell even though they maintain the 5 precepts, as everyone has different vipaka, in different amounts.

Only if one is an Ariya then human birth is the lowest birth, the Buddha compares an Ariya to a non-ariya like putting a salt in the ocean vs putting salt in a small cup.

Gender dysphoria is not a sexual deviation.

Furthermore, 3rd precept is not about sexual deviation, but forbidden sexual behaviour (e.g. with monastics, with children, cheating...)

«He does not construct even the subtlest apperception with regard
to what is seen, heard or thought; how would one conceptualise
that Brahmin in this world, who does not appropriate a view?

They do not fabricate, they do not prefer, they do not accept any
doctrine; the Brahmin cannot be inferred through virtue or vows,
such a person has gone to the far shore and does not fall back.»

It's also sleeping with someone who is still guarded (i.e. dependent) by their family, basically means sex before marriage because when you are married she's no longer dependent on her parents.
(3) Some who have committed sexual misconduct—these are those who have not abstained from sexual misconduct, that is, seducing a woman guarded by her mother or guarded by her father or guarded by her brother or guarded by her sister or guarded by her father-in-law or guarded by her mother-in-law or guarded by her relatives or guarded by her family or guarded by her clan or a woman who has been garlanded in token of betrothal and is under threat of punishment and veiled, because she has been already obtained by somebody else and is thus somebody else’s woman, or having sexual intercourse with her by overwhelming her.

Yes, but that part is very culture-based. In many countries, free love is now accepted.

Maybe it's because Thai people are friendly and tolerant, and so transgender people feel accepted enough to come out of the closet.

That's false. Married women/men are usually independent from their parents, yes, but it doesn't mean all unmarried individuals are dependent on their parents. There are tons—the majority, even—of unmarried women/men who work and are entirely independent from their parents. That "basically mean[ing] sex before marriage" goes against the precept, is false.

I disagree. You're more likely to be born in an entirely different world, to completely different parents, than in the same earthly nation state from similar parents to your last birth.

Neither of us, AFAIK, can substantiate what we think is "likely."
