Why taking own life (suicide) not considered breaking the first precept?

because it can be done by ceasing to eat, and ceasing to eat and just lying flat doing nothing waiting to die is cessation of all activity, which prior to Buddhism was one of the major theories of how to break free from karma i.e. by generating none by literally doing nothing.

Isn’t it a “defeat” for any situation other than that of an ariya?

Pretty sure it’s right there in the first expulsion rule.
“Life is swept along, short is the life span; no shelters exist for one who has reached old age. Seeing clearly this danger in death, a seeker of peace should drop the world’s bait.” SN 1.3
