Why Samma Samadhi and the contemprary first 4jhanas are same?

The Noble Eightfold Path is the path to end suffering. As I see it, if the arupa jhanas are not part of it, it's because they're not necessary or even helpful to attain the goal, which is nibbana.
So if that's the case, the question might be: Why did the Buddha, who taught only suffering and the end of suffering, teach arupa jhanas at all?
