There probably is a tiny difference between "nc" and "ñc", but it would be difficult to portray that in English, and most people wouldn't even pick it up.

ñ is pronounced like gn in signor, c is pronounced like ch in church--this is from Lily de Silva's primer. I'm guessing ñc is like gnch then, pañca = pa-ngch-a, with the g obviously being pretty much absent.

You can hear the ladies in this video requesting precepts at around 14.55. They do it three times, and you'll probably have to turn the volume up, but you will hear "pañca".

Is this is a question about the Thai pronunciation of Pali? The Thai members of the congregation seemed to be dominant, as witness the pronunciation of bhagavato beforehand. I would say I definitely heard [n] rather than [ɲ], though I can't think of any group who would make a contrast in this position.
