Eye blinking is almost always involuntary, just a natural reaction to lubricate the eyes. However, you could force blink whenever you want.

From Buddha teaching, all things happened are conditionally arisen, all things cease are also conditionally cease.

This is the case, then eyeblink is also conditionally arises, not because you have an "I", not because of "your eyes"
e.g. eyeblink may due to dust (condition arises), and dust is there due to wind blow (condition arise), etc...
e.g. eyeblink may due to eyes functionally well, and you have a good eyes due to born with a well functioned eyes (condition arise), etc...

If interested, you may refers to 5 aggregates in Samyutta Nikaya.
