For those interested this document sets out the method of ānāpānasati based on not only Theravāda but also from other sources including the Śāriputrābhidharma-śāstra of the Dharmaguptakas and the Abhidharma Mahāvibhāṣa Śāstra of the Sarvāstivādins. If you do not wish to do so I've copied some of it below, although it is worth reading the whole text:
Thera: Mindful, he breathes in. Mindful, he breathes out.
Śāri: With understanding (智慧), mindful, he breathes out, mindful, he breathes in.
SĀ: The ārya-śrāvaka, mindful breathing in trains thus as he breathes in; mindful breathing out trains thus as he breathes out.

In the Pali here, saṅkhāraṁ is singular. Possibly you can ask Sujato why he translated his MN 118 as plural.

Regardless, these translations of "mental activities" are wrong and shows why these texts are not "early"
There is always an official executioner. If you try to take his place, It is like trying to be a master carpenter and cutting wood. If you try to cut wood like a master carpenter, you will only hurt your hand.
