I finish my meal very quickly.
I know some people take ages to finish their meal.
What is the rule for monks?

'mindfulness' means you 'remember' as a monk you must give a good public image/presentation when you eat therefore you try to eat calmly, even though you are very hungry. you show restraint and beautiful bodily conduct
'awareness' means you focus on your hand, arms, using the spoon and your chewing. when you focus awareness on your chewing, your chewing will naturally slow down as you carefully chew each mouthful of food & every grain of rice
when u focus on your arm, your arm will not reach hurriedly/quickly with the spoon into & out of the bowl but will slow down
maybe u should visit a monastery for 6 month retreat and experience how to practise (rather than post manically on the internet)
when u sit together with the monks and eat, your eating will slow down because all the monks are training to eat with calmness rather than eat with lust & gluttony

The custom is to finish the last mouthful before solar noon.
Some monasteries have strange rules like having to finish eating exactly at the same time as the senior monk. Some monasteries tell you to eat slowly and mindfully, some don't care as long as you don't eat like a staving dog. There's no hard rule except for before solar noon.

Yes, usually Monks need to eat before the Meridian time the Solar noon.
They are also supposed to recite a chant and reflect on food, eating mindfully without talking and making noises while consuming food in a disciplined way.
Patisankha yoniso pindapatam patisevami
(Considering it thoughtfully, I use alms food)
Neva davaya na madaya na mandanaya na vibhusanaya
(Not playfully, nor for intoxication, nor for putting on bulk, nor for beautification)
Yavadeva imassa kayassa thitiya yapanaya vihimsuparatiya brahmacariyanuggahaya
(but simply for the survival and continuance of this body, for ending its afflictions, for the supportof the holy life)
Iti puranca vedanam patihankhami navanca vedanam na uppadessami
(thus I will destroy old feelings of hunger and not create new feelings from overeating)
Yatra ca me bhavissati anavajjata ca phasu-viharo cati
(I will maintain myself, be blameless and live in comfort)
