How does it work when someone ordains in let's say Thailand, and wants to live in Sri Lanka later on? Is this possible?
Of course it seems logical to just stay at the country one ordains in, but due to travel desires, or other reasons one might want to leave the country, and I wonder if this is possible.

First 5 years, you'll need to stay with a qualified teacher, one of the qualification is that the teacher is 10 vassa and above. If the teacher is agreeable, you may go visit and stay with another teacher elsewhere. The arrangements done by the monastery. If you happen to go to a poor monastery to ordain, maybe you can't fly.
Arrangements maybe also sponsored by donors, so if you go to a poorly supported monastery, also unlikely to get to fly. However, you shouldn't really aim to fly when you're aiming to attain to nibbana.
After independence, you can basically go any monasteries. They are sangha place, for all sangha, so some monasteries which are privately owned may not be welcoming to all sanghas.

There is always an official executioner. If you try to take his place, It is like trying to be a master carpenter and cutting wood. If you try to cut wood like a master carpenter, you will only hurt your hand.

Oh visas are a completely different issue! They are difficult and complex, made even more tricky by the fact you shouldn't be using money.
For example a Thai monk who wants to move to Sri Lanka needs to get sponsorship papers from a monastery, and the same for a westerner who wants to live in Thailand or SL. It's massively more complicated than getting a tourist visa.
