I believe this argument crops up in the Kathāvatthu. Something else Buddhists have argued about for centuries it seems.

Well purified ethics and correct view.
Sīlañca suvisuddhaṁ, diṭṭhi ca ujukā.
When your ethics are well purified and your view is correct, you should develop the four kinds of mindfulness meditation in three ways, depending on and grounded on ethics.
Yato kho te, bhikkhu, sīlañca suvisuddhaṁ bhavissati diṭṭhi ca ujukā, tato tvaṁ, bhikkhu, sīlaṁ nissāya sīle patiṭṭhāya cattāro satipaṭṭhāne tividhena bhāveyyāsi.
Following rules isn't yet principle and principle is bigger than life that means the fetter in the heart has no grasp over the sense organ objects at that point and you are safe during the waking state.
Mindfulness needs be gotten within a day before one goes to sleep, principle only protects during waking state. Nocturnal emission just shows one haven't reached mindfulness at that day, and its critical only on certain periods, so if you think you had mindfulness because you didn't emitted then it likely weren't the critical day.
