As far as I can tell this confirms the fact that there’s 3 Uposatha days in a fortnight (except when there is no 15th day), inclusive of the 14th day. So for example the day of the full moon & the day prior to it are both observance days.https://suttacentral.net/pli-tv-kd2/en/horner-brahmali wrote:

I agree that it's open to being read that way, but it doesn't supply any confirmation that this way of reading it is correct. It's also open to being read as the Theravāda tradition reads it, i.e., by taking the three specified days as being three possible days on which uposathas might fall subject to the vagaries of the calendar, rather than as three days in every month on which uposathas will invariably fall.
