Why such strange list? Where is not telling lies? Not telling lies is the most difficult for a layman, like me.

That's included in speech. The precepts of speech is not telling lies.

I guess if people want to go stricter, they can go beyond the precepts and go full right speech, which includes not telling lies, not slandering, no harsh speech, no vain talk. So it's possible the OP want to give people the more wide option of deciding their standards here. But in the context of 5, 8, 10 precepts, it's not lying only.
