Garlic and Onion is not allowed for monks or allowed?
if not allowed, it is because.. 1) it cause bad smell in mouth while dhamma talk?
2) increase sex related hormones?
3) it has decrease life span effect?
For lay person. what is the role of garlic and onion? should it be avoided or not? Brahmins dont eat garlic and onion for the above reasons.. what is buddha view on this?

It's allowed. The only prohibition really is just eating the garlic by itself. The prohibition against the "five pungent spices" is a Mahayana prohibition.

when mind has samadhi & samatha, it will know garlic & onion does not cause sexual desire and is not a hindrance

Bhikkhuni (girl) cant. But, soup is okay.
Onions/garlic can be used as a contraceptive
(in the past), placed on ms.v (in a certain way).
