A word can mean different things in different contexts. Rūpa can mean what is physical, but I can also mean a mental image. A form.
“Knowing that this body is just like foam,
understanding it has the nature of a mirage,
cutting off Māra’s flower-tipped arrows,
one should go beyond the King of Death’s sight.”

Sujato is probably not even trying to be consistent. He generally t̶r̶a̶n̶s̶l̶a̶t̶e̶s̶ writes things next to pali as to convey his interpretation.

One of the best examples is his t̶r̶a̶n̶s̶l̶a̶t̶i̶o̶n̶ interpretation of the first verse of the Dhammapada
Intention shapes experiences;
Manopubbaṅgamā dhammā,

intention is first, they’re made by intention.
manoseṭṭhā manomayā;

If with corrupt intent
Manasā ce paduṭṭhena,

you speak or act,
bhāsati vā karoti vā;

suffering follows you,
Tato naṁ dukkhamanveti,

like a wheel, the ox’s foot.
cakkaṁva vahato padaṁ.

It's really unfortunate because most people think that he is translating the pali to english
