Places are mind made via assistance of 4 great elements.
In brevities and clarify - place is mind made.
Place manifests only 5 senses are here or you thought about it.

The whole world is mind made.
(with supplement of 4 great elements or rupa body or senses).

Why it manifests this specific way, is a question Buddha advises not to ask.
As it is the logistic domain of kamma. Just take it as it is.

According to the above, it sounds somewhat like Yogacara Abhidharma.

The soul is not a vessel to hold memories but to hold karma.
money is worthless toilet paper • the tongue has no bone (a person might say one thing but it cannot be further from the truth) • you cannot teach a goat math as in you cannot teach the dhamma to a dumb person

I didn't ask for storage capacity. Is that vessel permanent or impermanent?

Do I have a choice? Nothing is permanent according to Buddhism because Nirvana is annihilation. You can't escape samsara else you let go of everything. Pain is impermanent and disappears in 1st jhana. Sadness is impermanent, it disappears in 2nd jhana. Joy is impermanent and goes away in 3rd jhana. Your body is impermanent and goes extinct in 5th jhana. Your consciousness is impermanent and ends in 7th jhana. Your soul probably dies in 8th jhana or Nirvana.
