My guess would be at least a state of "empty" mind or mental clarity if you like for a time. Not so much "concentration" as samadhi or stillness but enough to see phenomena as not-self. But not at all times though.
At Savatthi. "Monks, eye-consciousness is inconstant, changeable, alterable. Ear-consciousness... Nose-consciousness... Tongue-consciousness... Body-consciousness... Intellect-consciousness is inconstant, changeable, alterable.

It should be intuitive and obvious that in the definition of right samādhi, the Buddha would define first jhāna as the minimum requirement.
