Is Delusion (Moha) one of the Cetacika?

Venerable Pemasiri said that the Moha is not one of the 52 mental factors (cetasika).
However, I can find delusion as one of the fourteen unwholesome mental factors.
Perhaps his argument is that you can do wholesome deeds with delusion too.
Also, note that Moha is found in Citta as well.
The unwholesome mental factors. There are fourteen unwholesome mental factors. The first four listed below are present in all unwholesome states of consciousness. The others are variable.

Delusion (moha) is synonymous with ignorance regarding the Four Noble Truths.

There're 2 contexts to Moha in the Abdhidhamma classification: Moha as an entity is 1 among the 4 Unwholesome-Universals, a sub-group of Akusala < Cetasika < Nama < Sankhata < Paramattha; and there's the Moha as a citta: MohaCitta, the Delusion-rooted located deep down in that extremely heavily nested hiearchy of MohaCitta < AkusalaCitta < ASobhanaCittani < KamaVacaraCitta < LokiyaCitta < Citta < Nama < Sankhata < Paramattha (ref: https://www.saraniya.com/books/meditati ... dhamma.pdf )

Perhaps the difference could be that Moha as Anusaya and Moha as one of the ten fetters.
