As far as I can remember Sam Vera was always green with the moderator thing.

I have always noticed him to be a really nice person.

An admin has access to all the major board functions, whereas a moderator only has the capability to move posts/threads and issue warnings/suspensions. Here at DW, the admins are also the team leaders and set the expectation of how moderators engage their roles.
