This can be experienced in the ordinary state of mindfulness. One can contract/concentrate the mind onto an object and gain stillness, or one can let the mind be, and it opens up naturally where it includes "all", and being aware in this still point of inclusion where the four qualities of the BV arises naturally.
So, no one is practising the four BV, but there is abiding in non-abiding.
If you didn't care
What happened to me
And I didn't care for you

We would zig-zag our way
Through the boredom and pain
Occasionally glancing up through the rain

Wondering which of the
Buggers to blame
And watching for pigs on the wing

Edit:
When someone is doing or making an effort to gain BV, the mind contracts and becomes mechanical, and the harmonious state of non-abiding feels wobbly.
