Who else has the access to private messages sent in a discussion forum?
Admin, moderators, webmaster, the programmers?

Not admins, nor moderators, only webmaster, programmers. That is the case at all online discussion forums. There is a way to access them via the server, but admins and moderators do not have access to that, unless they are a moderator/admin and also the webmaster.
To access the server, one would need the keys and passwords to enter the server, which I can assure you none of the moderators have this access.
There are no doubt thousands of private messages over the years, so I have no interest or need in trying to access them, myself.

This just for my general knowledge.
As we all know, there is no something called privacy anymore. Someone always has access to your private information.
Obviously, there are many reports about data violation anyway.
