What does "developed inwardly" mean? If it means, as you say, "to be practiced within the body. Not using the sense doors looking outwardly" then presumably one is speaking to one's body-parts? And if Right Speech is, as you say, "silence", then that means one does not talk to one's body parts? Most people will be practising Right Speech, then, as few talk to their own bodies.

Do you teach speaking in satipatthana?

Although rightly spoken, if my person would call good householder a fool, he might determine the specific arranged order of pixels as "harmful thought toward me", or does he already get's an idea of gotten very misleaded? In that case he might take it with a lot of gratitude, and forgets to make use of it to defend his previous "so is it, not otherwise" dangerous view, disregarding precepts first.
