Medicine Buddha is from the Mahayana tradition, typically. You may want to visit our sister site, dharmawheel.com.
That I know of, medicine buddha is typically blue or green and is holding a bowl of medicine. I can't tell if this that, or just holding a lotus, but I don't know enough about the tradition.

It looks like Gotama-Buddha, the Buddha of this Dispensation. The hand is reaching for the ground in the earth-witness gesture when Buddha attained full awakening.

Medicine Buddha is usually in blue (although not always) and has his palm showing and is holding a herb (medicine).
