Clinging to rites and rituals (Silabbatha Paramasa) applicable only for Buddhists?

In the following video, Venerable Premasiri argues that clinging to rites and rituals is applicable only to Buddhists.
He said that the rituals of Hindus and Abrahamic religions are not rites and rituals as their goal and the Sila is different.
He said this is about the people who are Buddhist with the intention of achieving heavenly realm status.

I think this is about the Buddhists who think that attaining Nibbana in this life is not possible so striving to attain higher realms and the people who think that Nibbana can be attained by rites and rituals.
