I suspect that people think it has to be one or the other because the Western mind often equates confidence with self-boosterism and striving. The sense I get is that in the suttas it is more about composure and assurance; a type of poise. One is confident because one has clarity.

are completely different AFAIK

root. √sad･1 a (sink, sit, settle) 253
root. √sambh･4 unā (reach, attain) 7
root. √sambh･1 a (be calm, confident) 28


I've seen both get translated as 'tranquility' or 'calm', so this is an issue I'm not sure about.
